The information was announced by Mr. Tran Thanh Men, Director of the Department of Industry and Trade of Bac Lieu at the third quarter press conference of Bac Lieu province, October 8.
According to Mr. Men, through many campaigns and conciliations at all levels, Mr. Kien agreed to follow the support plan proposed by the People’s Committee of Hoa Binh district. Currently, Mr. Kien’s family has received enough money from the investor of more than 495 million VND and committed not to cause trouble or hinder the factory’s operations.
Hoa Binh 5 Wind Power Plant has been in operation for more than 2 years, with a total electricity output of about 600 million kWh to the national grid. More than 5 months ago, tens of meters long fan blades belonging to Hoa Binh 5 Wind Power Plant, Vinh Thinh commune, Hoa Binh district, fell from a height of more than 140 m, breaking into many pieces.
The incident did not cause any casualties. Property damage alone was estimated at about 200 billion VND, including a wind power pole, power transmission lines… In addition, the incident also affected Mr. Kien’s fish ponds. .
The working group of Hoa Binh District People’s Committee then received Mr. Kien’s declaration with a request that the investor – Hacom Bac Lieu Energy Joint Stock Company compensate for more than 167 billion VND in damages.
Results of testing fish and water samples by authorities showed that some fish ponds were contaminated with bacteria that cause hemorrhagic disease, and some ponds had toxic gas levels of NH3 exceeding the safe threshold. Therefore, the authorities concluded that there was no basis to confirm that fish deaths were caused by the propeller.
Regarding the cause of wind power fan blades falling, leaders of the Bac Lieu Department of Industry and Trade said relevant parties are still trying to clarify.
Hoa Binh 5 wind power plant (phase 1) has a total investment capital of 3,700 billion VND, capacity of 80 MW, inaugurated in April 2022. The project is built on an area of nearly 30 hectares with 26 turbine pillars, over 140 m high, with an average exploitation output of 280 million kWh/year. This is the largest wind power plant on coastal land in the Mekong Delta.
